The 2015 Willits sidewalk settlement relating to compliance with the People with Disabilities Act won’t ever do what town must do: Implement the state legislation that requires homeowners to keep up sidewalks on their property, regardless that there’s a public right-of-way over them.
Most cities rent part-time inspectors to look over sidewalks, mark issues and notify homeowners of an affordable deadline for repairs. If the deadline passes, town hires its personal subcontractors to do the repairs and places a lien on the property title.
