The plan shall facilitate: (i) compliance with the greenhouse fuel emissions limits and sublimits set pursuant to chapter 21N of the Normal Legal guidelines, with emphasis on compliance with the emissions limits and sublimits set for 2030; (ii) attainment of the numerical benchmarks for automobile miles traveled set pursuant to part 81 of chapter 6C; (iii) the event of compact, walkable neighborhoods; and (iv) development of entry to, and affordability of, non-personal automobile transportation choices.

The evaluation shall embrace, however not be restricted to: (i) the current situation of, and future wants for, non-personal automobile transportation infrastructure and companies, together with, however not restricted to, bicycle paths and lanes; bicycle sharing stations; pedestrian paths; bus, ferry, subway, and practice companies; transportation demand administration packages; and microtransit packages ; (ii) the current standing of, and future wants for, land use insurance policies that scale back the necessity for private autos; (iii) options for optimum places for brand new, expanded or improved non-personal automobile transportation choices in city, suburban and rural areas together with, however not restricted to, low-income and moderate-income communities; (iv) dialogue of packages and insurance policies which will incentivize residents to undertake non-personal automobile transportation choices; (v) dialogue of current and projected future prices and strategies of financing these prices; (viii) suggestions to help native governmental and personal sector officers in increasing entry to non-personal automobile transportation choices and in planning and creating compact, walkable neighborhoods; and (ix) identification and dialogue of present insurance policies and suggestions for insurance policies, legal guidelines and regulatory actions which will facilitate reductions in automobile miles traveled.
